Administrators/Moderators and Moderated Replies

Is there any way for an Administrator or Moderator to reply a 'moderated reply'?

Use Case:
I have an "Applicant Voting" forum which has polls (yes, no, no opinion) for each new applicant and I want every member to post a reason for choosing "No" or "No Opinion" which should be hidden from everyone else.
I was able to do this using permissions, but every reply from Administrors or Moderators won't be hidden. ):

Another option instead of moderated replies, would be to prevent users to see replies from other users, but I couldn't find anything like this on the permissions system.

there is no such possibility in a default installation, you may have to start a topic in Help Wanted board
