Database Error

Hi Dears
When i want insert image by BB code and post in topic i got this massage.

Illegal mix of collations (latin1_swedish_ci,IMPLICIT) and (utf8_general_ci,COERCIBLE) for operation '='

I import my database from xampp.
I use persian language (utf8) and eng (utf8).
but i can see posted massage.
How i can solve this problem?

There is a problem with your languages.
What are the setting of your database and the tables, are they also UTF-8 ?

What are the settings in your admin panel, It should also be UTF-8

In Admin - Management you can convert the database to UTF-8

Problem not solved ,
I got massage again. 
I use "Tagging System" module and when i disable that or not use for posting , everything are ok.
I don't translate this module.
