Only administrators or ones that can access the administration database can view that tab. Are you saying that everyone can see that tab?

Indeed. Only those members with admin permissions can see that tab. It goes the same with the moderate tab. Only those with global moderation permissions can see that tab.

yes when I view my forum with my another ID, I can see admin button, Mod button is not seen as member though

Use your admin account and go to the "other ID members" profile.
Their profile -> Show Permissions
Do they have access to the administration center?

o yes I gave em administrative permission to change or modify emos, which I removed, thanks
