Block Titles

Ever since I changed my language package from English to English-UTF8, when I go view my single pages for the title on all of them it has .  So I have to open up each one everytime to see which when to edit and when you edit a page it no longer has a spot for you to even enter a block title.  Is there a fix for this?

You have to make sure your default character set it UTF-8 as well, which means you may have to convert your database to UTF-8 as well.

My Database in PHPAdmin is already set to UTF-8 Unicode (utf8).

have you ran any of the routine tasks, also any errors in your log.

You will also need to make sure mods you use have utf 8 support in language stings
