[2449] Ñ Letter in links

Actually autolinking in SMF forums don't convert URL with "Ñ" letter automatically, I need to put URL tag to make it works.

Per example: hxxp:www.xn--chan-fqa.org [nonactive] <--- Don't work

The 10529 refers to the ! I think (that it was in that report as well).

Do you know if that SVN change was ported over to Git and if it persists in 2.1?
