and weird sysmbols are appearing in the forum

Do you have simple portal installed?

Can you check the ManageServer.php file it has the function sp_languageSelect()? If it does not, try to add it manually and see if this will fix the issue. But if I were you I would head over at the Simple Portal own forum to ask about this. There are some very helpful people there who can help you further.
