Color Change help

I will try my best to explain this..lol

When you looking at the main board and in each section it says forum name at top and then in smaller letters a phrase you can put or what to post in that section like:

Welcome New Forum Member

Welcome to the Site! Introduce yourself To The Community.

How do you change the top wordings color in the index.css? as in what do you look for?

You mean the board name itself or the phrase under it? The board names are controlled by this in index.css:
