Package manager issue, can't write to files, think it has to do with ownership

Fresh install of 2.0 RC3

When I installed 1 package fine, but when trying to add more, it looks like everything works fine and says it is installed.

But what is happening is every file that is suppose to have content added doesn't get anything added.  Since nothing is added, if I try to remove the package it shows errors for all the files that needed something changed.

I have confirmed that these files have not had any changes made to them.  Owner ship of the file is correct and it has the correct permissions. 

The ownership of all files are username:group but the temp files smf makes (~) are owned by apache:apache.  I think this is the issue, I think apache:apache: isn't able to change files owned by username:group.

I am not really sure why the very first package installed ok, I would really think it was an ownership issue if it hadn't, so now I am puzzled.

Contact your webhost provider and give them that error message. Looks like it might be a restriction from their end that's causing this problem.

I am my webhost provider, it is my server.

The odd thing is I can unistall all the mods, and the watermark mod always installs fine (minus the language file parts) and it uninstalls fine, but the facebook integration and old post purge mods can't install at all.

I don't understand why a file can be written to for the watermark mod but no files get written to for the facebook integration and purge mods.

I just checked, the watermark and fb mods change 2 of the same files, they both get changed correctly in the watermark mod but not the fb mod.  Not sure about the purge mod, didn't check that one.

Any ideas?  I can't be the first to have seen this issue.  I am competent enough to manually install mods but that is gonna suck.  I have a centos server, it does have selinux, could that be an issue? ls -lZ shows the files are correct so I didn't think it had anything to do with it.

I should also add that I have version 1.11 running on the same server, different site, with no issues when adding or removing packages.

Have you tried correcting your filepermissions in Admin -> Packages -> File permissions?

Everything is writable, that was one of the first things I checked.  I have tried all the suggestions about changing files permissions already, but like I said, works fine in 1.11, not in 2 RC3 and files and directories are exactly the same between the two.

Is there anything different the package manger does in 2 RC3 then in 1.1.11?

I think the only difference is that you can install mods onto custom themes optionally with the 2.0 one.
