How to make Lock topic unavailable for members?

Hi there,

  After revising the overall forum settings i made a test account to have a check. When i went ahead to trial a post, Lock topic option was available. I am unable to figureout which setting needs to be altered so that this option will not be available to the members.. Need help.

I am using smf ver 2.0rc3

Admin>Permissions.

Click "Modify", beside the membergroup.

Uncheck "Lock topics".

Admin > Members > Permissions > General permissions > Regular Members > Moderate the board
Uncheck
"Lock their own topic"
and
"Lock anyone's topic".
