only you can delete, just use your ftp details for that site, enter and delete all the files,  or just leave it there, is not hurting anybody 


looks like its powered by  smffy.com so, just enter your account in that site, Im sure they will have a n option to delete forums.

We don't have that access to delete any forum. You will have to sign into http://www.smffy.com/

I would guess accessing the control panel will work for you to delete it. You might have to ask in their support forums though:
