Usergroups or profiles

I am attempting to configure my board and I am wondering how to do something.  Before I get into the problem, here is some background.

I do not intend on using post based access and would much rather remove those groups.  I may, however, use the star system for usergroups instead.

I am organizing my forum with the following categories and boards:

General
> General Discussion
> Access Requests

Members Only
> Discussion
> Ships and Equipment
> (More to come)

Crew's Quarters
> Crew Messroom
> (More to come)

NCO Quarters
> NCO Lounge
> (More to come)

Officer's Country
> Officer's Lounge
> (More to come)

Leadership
> Flag Bridge
> (More to come)


The non post based user groups are as follows:

Registered Member:  This group is applied as the default after registration.  This is the only group that is automatic.

Everything from this point on is based on position in Game.

Crewman:  Upon post in Access Requests board, an Administrator sets this usergroup.  Everyone is a crewman.  Has access to Members Only category and
                  General category
Specialist:  When granted in game, Administrator sets user to group.  Has access to everything granted as crewman plus NCO Quarters category
...
There are additional groups I just can't remember them all.  Usergroups top out at Leadership which is the same as everything else with the addition of access to Leadership category.  And then of course Moderators who are selected from those with access to the specific board with Global Moderators and Administrators having access to everything.

So how do I limit access to the different boards?  Should I use profiles or Usergroups and what is the best way of implementing this?

Go into your Admin Panel, Forum, Boards, edit a board and change the permissions for that board.
