Smileys sometimes are http links instead of pictures or bbcode?

We seem to be having a strange issue with smileys.

I have set the board to only allow the default theme, and only allow fantastic smileys.  Previously I did set it to allow users to choose smileys, but I thought maybe some of the errors came about as a result, so I took that away and made everyone clear cache.

Smileys work fine for me and most of the users.  But so far I have two users that when they click a smiley, they get a link instead of the smiley, ie http://www.mysite.org/smf/Smileys/fantastic/huh.gif.  I know when *I* click a smiley, I see bbcode, not a link, and I've tested on all the major browsers (FF, Chrome, IE, Safari, Opera mobile).

Any other ideas on what might be causing that problem?  Things I could check into?  Thanks!  :)

Tell those users to enable javascript.
