permissions setting doesnt work

ok weird problem
i tried to restrict regular members from deleting topics and i didnt check the box for that but it failed they can stil do it
now i tried to make other adjustements like not report to mod etc etc but its like the board doesnt store the setting
the boxes are unchecked but they can stil do everything i didnt want them to do

if yoyu set ranks like newbie etc dont choose no use unique ble bla bla
