What mod is this?

I've been searching and searching and searching but cannot for the life of me find it. Its a rating mod that shows starts next to the topic title on the message index. I've attatched a couple of screen shots of sites using it, if anyone can tell me what mod it is I would really appreciate it

The stars look like the ones on this mod.  It parses for RC3, so it should install.
