Spaming user!

Please give the path in smf- For 1registration in 1ip address-

because An idiot making multiple threads for his own site advertising!

First He maked 29 id and me banned the ip&his accounts

again yesterday he make lot of id and posting useless threads and +18&abuse me banned&ip also

again today he make that things-

why this? How can i prevent this? This things make bad feelings to guests! I want to give some complaints to his network providers.
    And also complaint to the ip address making spams

Where to complaint? Pls give answer
