Browser tries to download index.php

Some users dont have this problem at all and some have it using different OS (Win/Ubuntu), different browsers (FF,O,Chrome). Some have it only on Win+FF, but dont on linux. Users have this problem on both SMF versions but only on our site. What could be the problem?

yes. i have this problem >2 years.
