Footer Image Size

I'm using 2.0 RC3, and unsure of why this would happen, but ONLY On the index page does it do this.  The footer is the size if I wouldn't put a constraint on it, which I used the built-in feat. for in the admin panel.  If I remove that completely, it's the same size as the forum.  Also, I'm using the default theme.

Is this a modification one way or the other ?
