Default settings for all users

Hi all I have been trying to set the default options for all users like quick reply on

i drop the box and pick change then i select show on by default save it and nothing changes it still shows off also i tried to reset all options to default for all users it said there were 98 users using their own settings and after i saved it it said the exact same thing it is not changing anything for some reason

any ideas???

Using default settings for registered users won't show anyway, because your users are still able to change them.

If you change the Reset options for guests , does that show?
