can someone tell me how to disable smileys completely?

Kill Em All

Admin>Smileys and Message Icons>delete both custom sets of smiles, then go to edit smileys and delete each smiley from the default set. That is pretty much your way of disabling them...

Thanks. that works.

now, how do you remove the line above the posting area?

Admin -> Configuration -> Current Theme -> Select default smiley set for this theme:  -> No Smileys
"Insanity: doing the same thing over and over again and expecting different results."

/Themes/{your_theme}/css/index.css find something similar to this:

#post_header
{
margin-bottom: 0.5em;
border-bottom: 1px solid #cacdd3;
padding: 0.5em;
overflow: hidden;
}

and remove this

border-bottom: 1px solid #cacdd3;
"Insanity: doing the same thing over and over again and expecting different results."
