news ticker and its limitations

I got a question in the news ticker  Id like to put banners in there that link to other sites.  Mind you im computer stupid  I can either get the link or the banner or the banner to link to a site that is not of the site i want (its more like the banner home with other text stuck to the url so it goes nowhere)
also tried  <a href="http://urlname"><img src="name of file"></a>  with both [ and > to see if that would work...

basically  i understand  hxxp:* [nonactive] makes the link a url  and makes whatever i stick in between it think its an image IE whatever my banner is in this case.   Can i get the news ticker to double up and make that IMG the Link?  ive tried several ways to no avail and my computer knowledge is that of a rock   so bear with me and thanks for any help in advance.

Number two worked great thanks  number one is flawed in that it  did this as the  answer in the sript
