I was wondering if it was possible to set up a board so that it is not visible even by forum administrators?

YogiBear

An admininstrator sees everything by definition.

What you could do is create another group called Forum Administrator (for example) based on Global Moderator then add only those permissions you want them to have.

When setting up Boards each Board will then have a tick box in its permissions which, if you don't want a given Group to see it, remains unticked.

YogiBear is correct. Anybody in the default Administrator membergroup, has ALL permissions, nothing can be blocked from them via UI.
