Pm sending

One of my moderators posted up that they can only receive but not send pm's.I took a look in the usergroups permissions and in the personal messaging area it only shows read personal messages,and doesn't show send.This was fine yesterday the only thing I add was the annoy user mod,but didn't assign it to anyone.I removed this and still he can't send pm.I am using 2 rc3,any ideas please

apologies I sorted it out,it appears when I created a new group the permisions were not right
