Newsletters send; Other E-Mail Doesn't

If I use the "newsletter" feature e-mail successfully sends to all recipients. 

Notifications, New User Notifications, etc, etc does not send. 

How can this be?

I'm using the SMTP settings, PHP doesn't work on our host at all currently.
