...to restrict non-subscription members of a forum from being able to change themes and to allow paid or premium members to change them?  it seems global right now..

I assume they're added to a group when they subscribe, so change the permissions for that group, or in the case everyone else, so they can't do it, and leave the subscribed group with it's abilities.

If that's true, I can't find it in permissions...

Admin > Configuration > Themes & Layout

Sorry, I was wrong, it's either on or off for everyone by default.  Maybe there's a MOD or you may have to request/pay for it.

This is not on option by default, like said it is currently either everyone or no one, but this could probably be made in to a mod.
Perhaps this should be moved to the mod requests if that is what you would want.
