Can't install mods?

I get the message:

You cannot download or install new packages because the Packages directory or one of the files in it are not writable!

This was after i tried to install mod: 2-SI chatrev 32 ( Installation failed. )
Tried to CHMOD the whole directory to 777 still no joy, anyone know what i need to ADD / Delete / CHMOD ?

Resolved.
Had to CHMOD all directories to 755
And create a file inside of packages named temp with permissions of 777
Solution was found [here.
