no notification with moderated replies

I'm having problems with email notifications. Notifications get sent out when moderation is turned off. But when moderation is on, notifications are not being sent out when a reply is approved. What could be causing this?

SMF version 2.0 RC3
Postgresql version 8.3
PHP version 5.2.5
Apache version 2.2.3

What version of 2.0 exactly? Do you have any mods that could interfere with this?

I'm not sure how it's meant to work, but I would suppose approving a reply in a topic should launch a notification.
If it doesn't then it might a bug in 2.0

It says RC3. I don't believe there are any mods.
