How to turn the e-mail notification by reply on for all members?

I want to change a setting whereby all new registred members automatically receive an e-mail if someone post a new reply to their question. That mark is allways of at the beginning, but how can I turn this standard on?

Admin -> Configuration -> Themes and Layout -> Member Options
# Configure guest and new user options for this theme -> Turn notification on when you post or reply to a topic.
# Change current options for all members using this theme -> Turn notification on when you post or reply to a topic.

The first one is for new members yet to be registered to your forum, the second option for your registered members.

Mind that they can still change this, at all times.
