I need to allow moderator - global moderator permissions to ban members/access the ban page.

I'm not very familiar with the permissions setup.

Admin/Members/Permissions and click "Modify" for Global Moderator and/or Moderator. There you will find the settings under "Manage ban list". If making these settings it may also be a good idea to allow Mods and G-Mods to "Issue Warnings" as well.
