Is there a way in Rc3 to tell if a private message sent to someone has been read or not?

It works better as a mod because most forums don't need confirmation that anyone has read it.  That's more of a speciality use.

Hopefully the mod author will update the mod.

sadly i checked and the mod author has not even logged into the forum since 2009
