I am trying to find a mod that allows me to automatically send a customized PM to new members when they register for an account. I am running 2.0 RC4.

I don't think there is a mod for this that I can recall. I didn't find it searching the mod site, so you should probably post in the mod requests board.

I tried this mod before and it didn't work, do you think it was because my language was English ISO... and not English UTF-8?

No, English ISO is what it was written in, English UTF-8 is an additional option.

What exactly does didn't work mean ?
