Try a fresh SMF 2.0 RC4 install archive, extract it and copy all files with ftp to your server ...

That sounds as you have bad files on your server. cachelanguage is not exist in a RC4 Load.php ..
Please check your installation ...

I still have the error message as shown in the first post.

Not sure what FTP client you're using or how you're uploading the files, but they don't appear to be uploading correctly.  Best bet is to erase the Sources directory, Themes directory, and all *FILES* in the main SMF folder except Settings.php and Settings_bak.php and then upload all of the files from the Large Upgrade Package and run upgrade.php.
