no one can login

hi
No one can login to our forum. where should I look for errors and what can I do?
The first page shows an error like the guest user is blocked but that is not true...

SMF version 1.1.12 latest update, no mods, It says guest login is blocked and don't let any one to login, URL: hxxp:forum.ubuntu.ir

Er... Guests CAN'T log in.
They're guests, after all.
Only members can log in.

Or, he has "Guest viewing" disabled.
Or, perhaps, registration's disabled.
Pure guesswork, though, on my part.
By "No one can login to our forum", he could mean "No one can REGISTER to our forum".
