Upgraded to SMF 2.0 RC 4 and now slant-tick apostophes chop posts

We recently upgraded our forum to run SMF 2.0 RC4

Since upgrading we've noticed a lot of posts that just got chopped right off.  We have been working and working to figure out what triggered it but nobody could get me 100% reproducibility.  I never saw the issue so it was hard for me to understand what was happening.

Today, I got 100% reproducibility.  The problem is slant-tick apostrophes, like Microsoft word uses.

A standard apostrophe (like this: ' )  is ASCII Code 37.  These cause no issue.

The ones Microsoft Word uses are Unicode 8217.  They kill us everytime.  It is likely this is a unicode issue?  Dunno, Not an area of expertise for me.

Regardless, Any advice or comments would be appreciated.  As a test, I'm going to put one of the offending characters in a sentence below it

IF you see the last word, you know it's working.

LOL Good for SMF...not so good for my forum.  :(  I don't know, maybe it's one of our Mods.  Guess It's time to go code diving.
