Language Pack question

I just installed a language pack on a set of forums that I am running, but cannot find where a person would go to in order to set which language pack they want to use.

Anybody can tell me?

Thanks -- that helped -- I use UTF-8 and having only 1 language as UTF-8 and the the base English not being UTF-8 was the issue.
