recieve PM's from All members defaulty?

how do I make it so the recieve pms from all members is defaulty set on all profiles? i don't want peopel to recieve them from administrator only. heres the pic:

Turn on the buddy/ignore lists feature in Admin > Configuration > Features and Options.
