How can set a new users after they activate their account that they can't and any signatures to their account lets say. New users can add signatures and links after certain about of postings?

Well, you could always remove the permission for editing the forum profile for users with under 10 posts for example like they do here. I also used to have a mod that would let you block out just the signature/website/change display name permissions, but my mod site is closed.
