avatar by url

how do i add/change the texts in area where says "Specify avatar by URL" or "Specify your own avatar by URL. (e.g.: http://www.mypage.com/mypic.gif)" when member is changing their profile (in which php file in language)

i used to let html to resize avatar images but i have found members use wallpaper for avatar
(let's put away upload avatar option for now)
it caused the pages to load slower, so i changed it to refuse when too large
but since it doesn't tell the user what are the max sizes when they get rejected
thats why i want to manually add these text to those area
