Quick reply setting

I have noticed quick reply works for members but not for Admins, where can i change this setting, it is weird

i don't see the quick reply button when i'm posting but when i post as another user i see it

May be broken by some modification.

Do you have any errors in error log?
What was the last modification you have made?
What mods do you have installed?
And has the issue appeared recently (i mean after making some modification) or it was from the install.
