SSI Doesn't Recognize User?

Well I installed SSI on my website. I included it on my page. But for some reason,
when I do

if (!$context['user']['is_logged'])
{
   ssi_login();
}
else
{
   ssi_welcome();
   ssi_logout();
}


It shows the login form...Why isn't it able to recognize my login? I logged in and out many times. Nothing works. Same result is reached with using Guest Check.

is the SSI include statement the first statement in the file?
does your ssi_examples.php do the same thing?
