Turkish Characters

Hello all,

I've installed  SM 1.1.12 today via my internet provider's cpanel and some Turkish chars. don't show correctly, some show with "?" marks. Is there any fix for this? (Yes I've changed default language to Turkish UTF8 at server settings -> core configuration) Strangely forum's all characters and all translations are  perfectly Turkish, but when I type a message some characters are shown as just question marks. You can see the problem below .
