English disappeared in prefer language and japanese version issue

my smf version is 2.0rc4
i have reinstalled with latest english package
and to all customs themes too

i'm currently using english version but it doesn't show in prefer language

when i register on my forum with japanese language, the verification letters won't show
it works fine in english and chinese
i've tried reinstall with rc4 japanese language pack but no luck
