When you add a member to your data (Manually) with a temporarly password will it email the user that I enter in for them automatically so they can activate there account then they can change the password?

The password isn't temporary, that is there password. They will have to change it when they activate there account.

That isn't what I am asking. What I am asking is when I add a new member to the database will it automatically email them to let them know that I have added them to the forum's database.

Do you mean when you manually register a member for your forum?

Do you mean when you manually add a member to a membergroup that they did not have access to before?

Email address required even if unchecked

If both are checked, it will email the password that you entered and will require them to activate their account by clicking the link in the email.
