Whenever I try to install a package I get the message:

An Error Has Occurred!
You cannot download or install new packages because the Packages directory or one of the files in it are not writable!

How can this be fixed?

I just did that, and still get the same message.

Sorry, not sure then. If the correct files are writable then you should not be receiving a non-writable error.   :-\

Did you make sure to select  the "Properties (ind. contents) option? This will set the properties in the interior folders and files as well.

Login to your site via FTP and browse to the packages folder
Create a new directory there called "temp" and make it writable

The temp directory is used to temporarily store all files related to a mod during the installation and uninstallation processes. SMF wants to make sure that the directory only contains the files related to the mod you're currently working with, but PHP does not have a way to remove all files in a directory, so SMF deletes it and tries to recreate it. The error you're getting usually occurs when SMF is unable to recreate that directory.
