package parser permission error

i have read lots of posts on the forums about how to fix this problem just hasnt helped me fix mine.

every time i press install mod i get the message

You cannot download or install new packages because the Packages directory or one of the files in it are not writable!

i have made a temp folder chomeded the files correctly but still wont work

could any 1 suggest a fix for this as its becoming rather annoying and i really need a fix or some suggestions on how to fix this
