use a subboard for blogging

How can I use a board with 1 topic for blogging?  I want 1 user to be able to post messages and others to read them.  I do not want to install any blog mod. Any suggestions on the security settings?

You can set local permissions for this board and put that user in a specific membergroup,so just that user will have right to create topics and others only to read
