new install and need help

I cannot get email to work , would this have anything to do with the fact that it is running on php on a hxxp:windows.net [nonactive] box?

Windows doesn't have any sort of a command-line email program. Download and install IndigoMail ("a Windows version of the popular UNIX Sendmail program"), and you should be able to use email functionality in Windows.
