Error Log not working

Is there a setting I overlooked somewhere that turns on error logging.  I get the other logs just not the error log.
I know there should be at least one error log entry.
This popped up on one members page when he tried to attach a picture:  "This program cannot read this webpage format"

Admin -> Security and Moderation -> Enable error logging

Error logging should be enabled by default.
