Installing without Gobbledy Gook

Following advice from this forum I now have the install.php responding

BUT
This is fun 
the text in the main body does not appear in ISO -8859-1 here is what I get:

You should know that my php has been compiled with UTF16 support.

How do I deal with this?

Do I use the apache AddCharSet in a Directory directive or what?
