New Smileys not available for use...

I'm an admin of a forum and have added four new smileys to the default set.  When I post a new topic, the new smileys aren't available.  Any idea why?

I'm sorry if this has been asked before.  I did a search and didn't get what I was hoping for.

EDIT: If I do the shortcuts for the smileys, they will appear in the message.  They're just not in the list to click on.
