Make sure that both of those folders exist in that directory and that they're chmodded to at least 755.

SMF does not support installations of PHP older than 4.1.0 - either tell that host to upgrade to 4.4.0 or find a better host. $_SERVER has been a standard PHP variable for a couple years now.
